Revenge is still too big a thing there. The rest of us really should have some better ideas by now. Carn says the softly-softly angle isn't working, so we ought to be more heavy handed, I think that's surprisingly American, in itself. Bit like saying communism doesn't work because the Soviet Union was a hard place to live, and then collapsed. Just because we're not doing something right, doesn't mean we should go back to the plebeian methods we had before. Erm, yes, so softly-softly needs something else with it, really. As for children in specific, I don't understand those little things. Maybe we should lock them all in big education camps until they graduate or something.
