Yeah, I know, trite and obvious and so on, but seriously, children need to be loved, and if they're not, they'll grow into adults who do unlovely things. But you can't legislate love into being; you can't make people love each other by putting them in prison and you can't make them love each other by letting them out of prison. We need laws and police and prison and all that stuff, because not having them would be even worse than having them, but when it comes to our real problems, there's no combination, no clever system, which will do it for us.
